Dutch Biodiesel Alliance presents Action Plan to Members of Parliament

The Hague, 22 September 2026 – The Dutch Waste-based Biodiesel Alliance (NBAA) presented today its Action Plan to MPs Marieke Vellinga-Beemsterboer (D66), Jantine Zwinkels (CDA), Henk Vermeer (BBB) and Maarten Goudzwaard (JA21). With this Action Plan, the Alliance calls for immediate policy action to strengthen the Netherlands’ energy security, strategic autonomy and transport decarbonisation through greater use of waste-based biodiesel (FAME).

At a time of geopolitical uncertainty and record diesel prices, the Alliance warns that continued dependence on imported fossil diesel leaves the Dutch economy exposed to external shocks. Biodiesel produced from wastes is available today and can be used in existing vehicles, vessels and fuel infrastructure without major modifications.

The Alliance’s members have a joint production capacity of around 710 kton of waste-based biodiesel annually in the Netherlands, enough to deliver approximately 2.5 million tonnes of CO₂e reductions each year and replace the equivalent of 49 days of Dutch diesel volumes in 2025.

“Record diesel prices are a stark reminder that energy security cannot be taken for granted,” said Dickon Posnett, Co-Chair of the Dutch Waste-based Biodiesel Alliance. “Waste-based biodiesel offers a solution that is available today, is produced in Europe, is highly sustainable and deployed through existing transport infrastructure. This Action Plan proposes removing remaining barriers and providing clear policy support so the Netherlands can strengthen its resilience, reduce dependence on imported fossil fuels, accelerate transport decarbonisation and meet its climate targets.”

The Action Plan sets out a clear agenda for policymakers. The Alliance calls on the government to recognize domestic and European biodiesel production as a strategic asset for energy security, safeguard access to sustainable waste-based feedstocks through stable regulation and provide long-term policy certainty to unlock investment in Dutch biofuel production. The plan also advocates a technology-neutral approach, recognizing that sustainable biofuels and electrification are complementary solutions.

To accelerate emissions reductions in transport, the Alliance recommends a roadmap towards higher biodiesel blends in passenger vehicles (B10), measures to support higher blends in heavy-duty road transport (B20-B30), and the recognition of biodiesel from Annex IX-B feedstocks under the fuel transition obligation for the maritime sector. It also calls for greater awareness of the benefits and compatibility of higher biodiesel blends among fuel users and fleet operators.

The Alliance supports transport electrification wherever it is technically and economically viable. However, it stresses that ICE will be operating in the HDV and marine sectors for many years to come and biofuels must be maximised in these sectors in order to achieve a secure, resilient and affordable transport energy system requires all sustainable technologies to play their role.
